Ed is a strategic advisor in healthcare and non-emergency medical transportation (NEMT) operations with nearly 25 years of experience helping organizations design, scale, and optimize complex transportation and contact center operations. He brings a unique 360° industry perspective from leadership roles spanning health plans, NEMT brokerage, direct transportation providers, and healthcare technology. Ed is renowned for building high-performing call centers
supporting millions of annual trips and for guiding local transportation providers to successfully transition into NEMT brokers. As a former Chief Operating Officer of a multi-state NEMT organization, he oversaw operations coordinating millions of rides per year while maintaining high quality and compliance standards. Ed’s consulting approach merges strategic insight with hands-on execution to help clients improve service efficiency, strengthen compliance, and achieve long-term growth.
Dave is a veteran innovator in community and medical transportation with nearly 45 years of leadership experience across public, not-for-profit, and community transit services. He is the founder and retired CEO of Coordinated Transportation Solutions (CTS), a not-for-profit he grew into a 300-employee organization with $140 million in annual revenues serving healthcare and community transport programs across the Northeast. Under David’s guidance, CTS delivered critical transportation for underserved populations and earned industry recognition, including honors from the Community Transportation Association of America and national accreditation for quality in medical transportation. David’s career demonstrates a lifelong commitment to expanding access through innovative transportation solutions and resilient leadership that navigates complex challenges.
Jana is a seasoned transportation professional with deep expertise in operations, training, and strategic communications. She has led impactful initiatives across the sector—from managing a community transportation agency to developing innovative programs such as shared vehicle fleets.
A highly skilled grant and proposal strategist, Jana has a proven track record of identifying funding opportunities, crafting compelling submissions, and building robust proposal libraries that position organizations for success and growth.
In addition to her technical expertise, Jana is an accomplished trainer and presenter, having designed and delivered industry-leading programs for federal transit organizations and keynote conferences nationwide. She also served as a gubernatorial appointee to the first Massachusetts Statewide Coordinating Council on Community Transportation (SCCCT).
Robin Lynch is an operations and performance excellence expert with over four decades of cross-industry experience in manufacturing, retail, healthcare, and non-emergency medical transportation (NEMT). She has held senior roles overseeing service operations, contracts, regulatory compliance, and performance management, giving her hands-on insight into how organizations drive results and
where they can lose efficiency. Robin is known for her ability to turn around underperforming operations – quickly identifying root causes, streamlining workflows, and implementing practical solutions to improve cost control and service quality. Her straightforward, collaborative approach and deep experience in highly regulated industries help clients achieve more efficient, reliable operations and stronger foundations for sustainable growth.
Gloria is a dynamic leader who thrives at the intersection of strategy, program design, and execution. She has an extensive background in client advocacy, project implementation, and national/international account management, enabling her to ensure seamless member experiences and tailor solutions to meet complex client requirements and healthcare regulations (including Medicare and Medicaid). With deep expertise in program management and process improvement, Gloria delivers meaningful, practical strategies across healthcare transportation and other sectors. Collaborative and results-driven, she partners with executives as a “force multiplier” – orchestrating cross-team initiatives and turning ambitious ideas into concrete outcomes that drive organizational success.
